Local bodies elections in haryana

Today the 2nd phase of panchayat elections is being conducted in Haryana. A 33% of seats have been reserved for women candidates. In real only fewer candidates are actual ones .Rest are the dummy .their husbands & sons are the real players. How this situation can be improved?
